The main audience in

is the regular shoppers that actually use the plastic bags that he is talking about in his article. The credibility for this article is that is it from the statesman which is one of the bigger newspapers in Texas. What the main argument for the article is that instead of banning plastic bags, we should recycle them, but the problem is most companies won't because they are just a problem to organize. If their were a seperate bin or someway the average person could recycle their bag then it would eliminate the problem.
This seems like a good idea in all to help out the environment and to conserve, but it doesn't really seem plausible due to the fact you would need one bin for just one item. They said it would be incredibly cost heavy to hire additional workers to sort bags, but if the government found someway to reimburse businesses then it would make it worth it for them. There shouldn't be a price to pay for saving the environment, so businesses shouldn't even have to hesistate on something that would benefit. If instead of banning and even just adding a bin, make it so anything environment related companies should not be hit on in order to help conserve. The author for this article does have a good argument about adding bins and it would work, but it is not plausible to have that many extra bins and have them treated like garbage cans, since people already have the additional recyling bin, there would then be another one added.
